Proposals approved for new sheltered housing in Blackpool to meet growing demand

A planning application led by Cassidy + Ashton, on behalf of Blackpool Council, for a mix of one and two-bedroom fully adaptable apartments has been approved.

The scheme, which will be managed by Blackpool Coastal Housing, involves the construction of 25 sheltered accommodation apartments on a council-owned site at the corner of Whitegate Drive and Ferguson Road in Blackpool.

The project aims to address the surging demand for sheltered housing in the area, with more than 2,000 people currently on waiting lists. The site, previously occupied by council offices, has already been cleared following demolition.

The planning report prepared by Cassidy + Ashton highlights the growing need for homes with adaptations to improve access and usability for disabled residents. As many current properties cannot accommodate these requirements, in recommending the application for approval, the council has recognised the importance of addressing these needs.

The report also cites that many residents are also underutilising larger properties which could be let to bigger households. Providing additional sheltered accommodation through this proposed scheme, will enable residents to downsize where possible and release larger properties to families in need.

Claire Parker, senior chartered town planner at Cassidy + Ashton, said: “It has been a privilege to support Blackpool Council in submitting this important planning application and securing approval from the planning committee.

“The scheme will make a significant contribution towards the provision of specialist over-55s accommodation for social rent within the borough, designed to meet accessibility standards and be wholly adaptable.

“The proposals provide 25 new apartments, which are all wheelchair friendly, on a site which is allocated for residential development within the Council’s Local Plan and responds to an identified demand for properties of this type.”

Blackpool Council also agreed in July 2024 to apply for funding from government body Homes England towards building the apartments.

The sheltered accommodation, designed by Cassidy + Ashton, is intended for residents aged 55 and over, or younger individuals with disabilities. All apartments are accessed through the central courtyard.

The design also incorporates landscaped outdoor areas, seating, and designated spaces for mobility scooters. Additional features include a lift to the upper floors, a comprehensive alarm system throughout the building, and an onsite warden for added security and support.

A key feature of the ground floor is an outdoor colonnade, which offers a sheltered walkway and access to the courtyard. This design approach aims to foster a sense of community and encourage social interaction among the residents.

The site is also strategically located next to the council’s Independent Living Centre, which provides services for people with mobility challenges, further enhancing accessibility and support for residents.

Chartered architect Lawrence McBurney, director at Cassidy + Ashton said: “Designing this sheltered housing presented an opportunity for our team to create a space that not only meets but anticipates the diverse needs of future residents.

“Working alongside the Blackpool Council, the focus in our design is on accessibility and adaptability, ensuring the homes provide a safe, comfortable, and dignified living environment for over-55s and residents with disabilities.

“Prior to creating the final visuals for the building, we conducted a detailed analysis of the built environment to establish principal elements that reflect the identity of the existing streetscape. We feel this project is more than housing – it’s about fostering independence and community in a thoughtfully designed setting, and we look forward to bringing it to life.”

With approval of the scheme, Cassidy + Ashton is now developing and co-ordinating the technical design, working alongside sub-consultants. The scheme is also in the process of open tender, with the appointed contractor expected to be confirmed in early February 2025. Work is expected to then commence onsite by the end of February.
